Why would Lake Powell leaking keep Lake Mead from getting full? It does look like there is little need for the capacity of both Lake Powell and Lake Mead. Maybe there are more lakes on the tributaries now than there were when Lake Powell was constructed? Apparently there is enough lake capacity to hold 4-5 years of runoff from the Colorado River watershed.
Looks like Lake Mead has plateaued.
