Yes, a little heat on the pulley, and some smacks with the biggest hammer you can hold, or rig up a heavy shaft hanging from a couple ratchet straps at the right level and really smack it. If the threads are messed up, you can rub the bolts in a little fine rust powder and work them in a little at time to smooth the damaged threads a little so they'll work better. Tighten the bolts all the way around, hit it a few times, tighten just a little more, hit a little more.
