Subject: 12V PWM and Low Voltage Cutoff

Working on a project where I want to take a 20V DeWalt lithium battery to power an item that originally ran off of 12 volt - specifically a kid's ride on toy.

From some reading I've done, I think I can use PWM to move the voltage from 20V to 12V and then use a low voltage cutoff to keep from over draining the battery. Ideally, I'd have a voltage meter after the PWM to gauge that I am running close to 12V to the motors.

Where does a person source decent electrical/electronic items like this?

I tried a premade item off Amazon and it did not work out of the box. Reading reviews of a lot of the options on Amazon, it seems hit or miss if they work out of the box and, if they do work, how long they last. I'd rather spend a bit more now and have something that'll last a few years until the car's out grown.
