For now fill it to the bottom of the second ring down. Then go up with a sledge hammer and pound it out. Sheets are really thin and bend easily. You see what wind can do. Then fill it up and fix it next year. You can fix it when you start to empty it. Telehandler trick also works well to pull it out, but I didn't have that option. Insurance should cover that.
