Could it be more subtle than that?
Could it just be governments promising to backstop any losses incurred as commercials carry on with business as usual. Or almost as usual.
I wouldn't take a huge amount of volume to reverse the momentum every time the market starts to rise, then momentum traders and algo's join in.
