The problem comes in with what happens to the physical grains that are tied to the futures market. The commercials would see this a mile a way and unless they were in on it would force delivery to get the physical if physical wheat was in high demand. The market manipulating short could do it only with paper, but it would become a diminishing return and require higher and higher amounts of sold contracts as cash will force prices higher. It would take quite a few to be in on this or getting paid off as there would be large sums of money to be made doing the opposite and calling the manipulators bluff.

OI would also have to be climbing as more and more end users buy futures for demand that is still there.
