It's wise to do your analysis in both directions and cover all basis.

It's a warning signal for that date...it would be wise to take note of any directional changes.

Normally you would expect a turn at each target...sometimes you will get an inversion of the cycle...if so then you would 
expect the turn to happen on the next turn date.
