A budget but simple to assemble DIY receiver that can do RS-232 could be made from a few parts:

Use a usb power bank, or any 12V power source to power it. It comes with antenna


Add bluetooth as well (to get corrections via ntrip app on phone, and/or to get RTK on your phone apps):

Some of these parts can be found cheaper, but it will involve soldering a few wires. These modules above are just plugging together.

Then you need U-center (free) to configure the baud rate for the rs232, and to set the NMEA messages you want.
