North End I-15 | filter . They operate on the venturi action and if the air intake filter is dirty or partially pluged it runs out of vacumnn to draw fuel.
Had one sit on the corner for 20 years before I discovered the reason it did just as you said.
Also it had a leaf cutter bee nest in the air tube. When I cleaned out the air tube it worked fine . I bought sone air filter foam material to make new filter. Keeps the leaf cutters out . :>)
