southern MN
I'm about 20 miles south of where that all starts, but it is a _very_ common feeling around those parts. I'm not saying it is right or wrong, just that you would hear the same from a good percentage of folks in a certain region there. Kinda an exclusive gated community moves into your area, and you become the slum.

Ethanol has been different, they came in but their actions helped those who weren't part of the ethanol coop - corn prices went up for the slummers as well. The sugar deal fits the class seperation models a little too well.

Again, not saying I disagree with you at all. Just, might be deeper issues around that area than you realize.
