Use some fiberglass cloth or strands to reinforce the epoxy. I'd grind back an inch each side, and build up the layer about 1/8, wrap in plastic to squish the air out and get it compact, maybe use duct tape over the plastic. Once it's cured, you could sand smooth and paint. Don't want fibers sticking out in that location.
