Can you form a short piece of 14 ga
(or so
) sheet steel to match the contour of the top and bottom chair arm?
If so, sandwich the chair arm between the reinforcements and JB it again. That will greatly increase the bonding area for the JB.
Your repair will be a little more obvious, but it would still fit the general decor on this farm, at least. :-
)
