WCIN | Try to chip away at it with small punch and hammer if that doesn't work, heat it drive it out and put in a heli-coil or (thread repair insert) tap to 3/8, thread will be 1/4".
I drill and tap a lot of holes at my day job, best thing to do is not break a tap off to begin with, use a good quality cutting oil and, (throw the tap away after tapping about 10 holes) they will get dull and it is not worth the chance of breaking one as you have found out. Typically the bigger the tap the more holes you can tap before discarding it.
I will repeat do not use a tap too many times, they get dull....
