If you can get to it with a torch try to heat just the broken tap cherry red, which with that size tap shouldn't take long. That should anneal the tap & allow you to drill or drive it on out. Can't gaurantee what it will do to the threads you were tapping..... A carbide drill bit should cut right through it even if it's still has some hardness left.
