Plow just leaves big chunks to work down here.
If it is rough and needs tilled the best I ever had was a Bush hog disc. It took a lot up front to pull it in sod. It had 24 inch blades and would go to the spools first pass. Later passes were shallower to break up clods and smooth more.
The one I had had a harrow on the back. It took about 4 passes to get worked down. By then it was so dry nothing would grow.
My thought for going that deep is to level out cow paths etc.
If it is smooth just spray and go. Graze or mow it off, give it a bit to recover and spray.
