We don't quite have the unabated winds here that you have out there there.

We never had an issue with stands or growth of wheat in corn but we used a 750 w/narrow gauge wheels and planted the same direction as the corn rows.  Cross at any angle and or using openers that disturb the soil much will create issues especially with more wind. 

And sometimes doing everything right means nothing.
