You need to get rid of the residue. Wheat doesn’t like being buried in leaves and stalks.
If you truely want to stay notill, bale some off. Otherwise vertical till with blades that have some angle to pin the residue down or lightly disc.
Its one of those situations where you can’t have your cake and eat it too
