Contacting the neighbor first might turn out to be a win for you. A few years ago I was in that situation. The tree row in the fence was 1/4 mile long. Before I dug into it I contacted the neighbor. It turned out he had wanted to have the row removed for years but the previous landlord on my side said no. The new owner of this land I was renting didn't care. My neighbor was so glad to see the trees go he came with his backhoe and pushed them out for me for free. I still had to buck and burn but he did the hard part.
