The shear bolt design is weak and poor.  Drill it straight through and put a 3/8 grade 8 bolt in it.

I have experience with this blower, I had 2 before I traded up to something a lot better.

I did this only I left it a 5/16 hole and use Grade 8 5/16 x 1 3/4" long bolts, very seldom do I break shear bolts.

As a bonus when you do break them it is 100 times easier to change, I just use a flange nut on the back side as it is now smooth surface you can change them with one ratchet with a 1/2" socket

Edit: Don't know the exact model number of my blower but it is a 96" model and 10 years old mine used double 5/16" shear bolts from new with the stupid slot setup, like I said above I drilled through the back piece and use a long bolt.
