Near Intersection of I-35 & I-90 Southern Mn. | Dad bought a used Jari for me to use around the dooryard some 50+ years ago. On that model there was no disconnect for the sickle. It ran whenever the motor was running. There was a clutch system for the forward motion. The drive was a roller that was run with a round belt. As you pulled the handle back, the roller would engage the wheels. It had single wheels which were bicycle tires that were close together. This made the unit quite tippy.
Not being able to stop the sickle was a bad idea. I remember trying to cut close to a woven wire fence around the dooryard. If the sickle caught the wire, your only option was to kill the motor.
They probably made some improvements in the last 50 years. As the other poster mentioned, to slow down the forward speed you need a smaller pulley on the Drive or a large one on the Driven.
