I have seen frames that were not sandblasted and did not look very good a year or so later. I know there is some good frame paint available to shoot on bare metal. I know Imron paint is pretty durable, but requires good ventilation and good mask to wear.

Had an over the road guy tell us the other day the best he had found was TSC implement paint, short of sandblasting and repainting. We haven't tried it ourselves so just repeating someone elses experience, we will probably try it ourselves when we get time.

Implement paint is soft ,so it would not chip ,But a very poor choice for a professional job .

the imron would probably work but thee are a few spots that are chipped and some rust bubbles that i have sanded to bare metal. should i paint with the imp paint , then go back with the imron?

Nothing will be as good as the imron ,Get a new 3M mask and have the doors open if u use it .

I would recommend a semi gloss black if that is the color you are looking for, It should give you a good cover plus it will not show changes, or scratches very bad.
Edit:
If you are wanting a great paint showing, I would sand and clean everything!! then apply 'self-etching primer sealer' then you would apply the top coat in what ever color you perfered. paint the color with a single stage paint, then you wouldn't need to go back and clear coat everything. You should be able to get the single stage in semi-gloss, or even flat if you would like it that way.

I did my frame over 10 years ago with DP90 flat black epoxy primer. It still looks great. Only prep I did was pressure wash and then a wipe down with thinner before shooting. I never thought it would last this long. I haven't bought any DP90 since, but I do think it is still available. Couldn't tell you what it would cost to do it today though.
You will need good ventilation AND a good mask with the stuff though.

If you were going to sand blast and repaint all of the running gear... an epoxy primer would be my choice... whatever color you want. It's expensive but it WILL last.
If you're just touching up... a spray bomb of whatever ya got would do I think...

UP here in Alberta with the salty roads in the winter paint on truck frames takes a beating in a hurry. I did some research recently on a paint for applications such as this. There are different ways to go a bout it it seems.
I had my parts all sandblasted and in this case the brands Dupont -Imron or Endura paint which are both polyurethane coatings came up for this application as the best or longest lasting solution. Since Endura is based locally and what my sand blaster guy swears by I went with this product. I had the metal sand blasted, then I primed it with a 2 part epoxy primer, then top coated it with the 2 part Endura paint. This stuff is not cheap but it's good paint so I'll see how it lasts. I used red and it sure covered well compared to the red machinery enamel paints I've used in the past. The whole process of taking it down to bare metal and everyting is alot of work and $$.
If your frame is not really rusty and just faded maybe all you need is a good enamel top coat in your conditons. If its rusty in a few spots, chassis paints such as Por-15 are metnioned often on talk forums to seal rust up good. Then top coat it with the paint & color of your choice.

I have seen people use it all...............Best out of all of them............Rust-oleum. Cheap, easy to use by anyone, and when it chips/rusts its easy to get the same color and repair the area. Small fleet I worked for was the one who got me started with it. Cab/bunk got the best of the best, but all the frames got rustoleum.

Sandblast the frame if possible, use an epoxy primer as soon as possible on the blasted metal and use DuPont Industrial 3.5hg with accelerator. Will dry in 2 hours at 70 deg and will wear like iron! DuPont also makes an Industrial epoxy primer...2.1st i think. Mixes 1 to 1 and is very inexpensive. The DuPont link in the first reply will lead you in the right direction.
