What's the best way to remove the 4 rivets to replace the bearings?

I always just use an air chisel to cut the head off, then pound rivet out of wheel.
Be careful, protect your eyes

Usually grind off head and drive out. Flatten out holes on plate and replace rivits with 1/4 inch bolts with lock nuts
