Odds are the bolt is broke. Pretty common with these. Good time to replace all of them. Some good penetrating oil and even better reverse drill bits are your friend

Manifold needs to come off. The two halves need to be separated and cleaned up. Have it machined flat and install with latest hardware and gaskets. This is the only way it will last in my experience.

Had to use the washer/nut welder trick to remove a couple of broken ones on ours.The remaining ones we used air hammer socket adapter well lightly turn with a wrench,some were rusted half off.
