Pennsylvania
Flip or replace the shear bar. Use new bolts and washers. Coat the bolt threads with antiseze. Clean the baffles under the knives or replace if thin. First knife should be lightly tightened down all four bolts. Make sure the shear bar area is clean of dirt. Coat the bottom of the shear bar with tacky grease. Grease the hold downs and the pivot washers on the bolts. Install the shear bar and adjust it all the way front. Now use a punch in the two holes in the knife and hit it forward each side a little at a time till the knife is as close as possible to the shear bar without hitting evenly on both sides. Mark that knife with a one. Now adjust the sharpening stone untill it lightly rubs the knife and lock it. Adjust the knife again untill it rubs the stone lightly on both ends of the knife. Torque the knife bolts to 200 ft lbs. Now set all the other knives to the sharpening stone. The stone will wear a little after adjusting each knife so use the marked #1 knife to true up the stone again. Now sharpen the new knives once there all set and torqued. Sharpen them untill you can see a fresh edge across the length of every knife. Now with a true edge on every knife its time to adjust the shear bar. Adjust the shear bar while the cutterhead still running in reverse at idle speed. Turn the shear bar bolts clockwise a turn at a time on each side untill you hear the knives ticking on the shear bar. Adjust the shear bar away just untill the ticking sound goes away. Now do the other side untill it ticks then just back off till the tick goes away. Repeat this on both sides again. BTW I've rebuilt many NH cutterheads.

If the knifes are like the older ones it takes some practice to get them set proper after you get them torqued down. They tend to change from adjusting them to torqued down. The above post pretty well covers all the bases.

100 miles north of the NYC crapper
There is a divit in the side sheets where the sharpening stone travels. Unscrew and remove the handle rod from the stone holder and place it in the divit on each side sheet and set the stone to the rod. This gives the same stone setting as the above procedure but is much easier. You may have to remove a couple 5/16 screws that hold small shield around the stone mechanism to place the rod under the stone. This is on a 900 but I think they're the same
