Penobsquis, New Brunswick, Canada | can an Oliver 1655 (16.9-38 radials) haul an 8' offset disc (24 blade) cutting 4" deep....would like to travel 5 mph ?

i am building an offset disc with a nutrient applicator on board, to cut up cover crops...and in the future will add a mulching roller.
i'm wondering if i have enough tractor or need to downsize the disc a bit.
