Subject: Phenomenon I don’t understand

Walnut Grove MN USA
It’s 30 degrees, breezy but in a protected area. Sun shining bright so snow is melting and dripping off bin roof while I am loading corn. Water drips onto bin foundation which is sprayfoamed with a gray paint cover. When the water hits the foam I notice it turns into what looks like steam! I touch the foam with my bare hand and it is warm to the touch but certainly no where near hot. So how does this water turn to steam when there is not enough heat to produce steam? Had to look really close to see it but it was happening.
