Subject: Problem getting clean water out of pond for pipe irrigation.

Pond is silting in over the years.  Do I want a floating system in this pond to take the water out instead of a tail water pumping system ?   Something like what they use on a river or stream.  I want to prevent the pumping of silty water that is settling dirt in my irrigation pipe.  Currently have an electric motor running pump and would like to keep using electricty.  Small field, 22 acres. 
What do they call those floating systems or who makes them ?  Maybe they could answer my questions.  
Adding to the problem are the beavers that have moved into this pond and like to dam up the water pipe that takes water out for irrigation.  Life, always something.
