Subject: 96 Chevy stalling, won't start

Whiskey, Tango, Foxtrot
My old pickup is having some kind of issue, once in a while it will stall while driving slowly (at least it has never done it at higher speeds). It also won't start immediately. However if you turn the key on, wait a few seconds, and then start it will fire right up. Runs fine otherwise.

Seems like it is an electrical issue of some sort, when you first turn the key on none of the gauges or lights on the dash work. But wait a few seconds and it will all come on, and then it will start. I was checking flood water at night a while back and it stalled 3 or 4 times in a couple hundred feet, headlights stayed on, then after starting it once again it took off and hasn't done it since.

Any ideas on where to start? Intermittent electrical problems are a real pain for me to track down it seems. Thanks.
