I've seen something like this in Georgia.  I was in Buford and the lake there looked the same as pictures of these reservoirs in California.  However since then the lake has refilled.  All of these weather cycles happen.  
They say it never rains in California but it pours and when we were in Berkeley it did just that.  Then the temp dropped to freezing and we had frost on our car.  Not only that but the power went out because so many people used electric heaters and overpowered the grid.  That was last December.
