Subject: Least expensive way to get into beef cattle

I used to run some beef cows but haven't for awhile. A couple of years ago we bought a farm that my son lives on that has about 35 acres of pasture. He'd like to establish a beef herd, but isn't in a position right now to be buying $2000 bred cows. Instant cash flow isn't much of an issue since the grass is sitting there doing nothing anyway besides interest expenses should be minimal.
My thought is to buy a few odd lots of light calves, maybe 400 pounders and run them on the pasture through the summer and stalks in the fall. Then sell the steers and keep any heifers we like and breed them in 2015.
Any advice appreciated.
