Subject: converting brome back to tillable

Eastern Kansas
I've got about 25 acres of brome that was tillable until the previous landowner sowed it down about 15 years ago. I am planning to put it back to tillable next year and plant it to soybeans. I would estimate it as average upland soil for east central kansas. I just turned some cows out on it that I brought home from summer pasture. My questions are:
1. Should I chisel it and conventional till it, or burn down and notill?
2. If I notill do I need to burn down in the fall and the spring or just the spring?
3. If I need to burn down this fall, what is my window of opportunity? I'd like to graze the cows as long as possible.

Thank you guys in advance.
