Mystery antenni and buttons on a government Volvo ??

Subject: Mystery antenni and buttons on a government Volvo ??

I have a few unidentified parts on my former US Postal Service 92 Volvo semi tractor with 11.1 Detroit engine..

On the lower left instrument panel are two push buttons, one is marked "diognastic request" the other is not identified.

On the roof is the number 1464 in foot high letters and 2-3 antennas. The one on the right appears to be a conventional AM-FM radio antenna.
On the front center of the roof is a little rounded top areodynamic black box aprox 4 inches square (GPS antenna ?) with a cable trailing out the back about 18 inches long to a little 12 inch tall whip antenna mounted on the roof.
Anyone have any idea what all this stuff is for ?
Last night I pressed one of those two left buttons for a moment while rolling down the road and the engine cut off or went to idle , not sure which. When I released the button, the engine came back to normal.

Is this something Volvo would install, or is it some setup for the USPS to track this truck. Got me curious.
