Subject: How do I know when corn seed has ruined?

Corn isnt coming up. I thinking i will have to replant next week when it drys up. I dug up a few seeds and they havnt even spouted. Been in the ground for about three weeks. The seed is soft and smelly. So is it over or will it still sprout. I feel 95% sure that it is ruined. When i replant im thinking of plowing it up and running a roller to level out the field a bit. I was thinking of spraying some select but i dont want to risk killing some of the corn that is good. Your thoughts???
