Is there any chance you could enlist the help of Jim Browning on YouTube? Jim makes a living tracking foreign scam centers and shutting them down. He might be able to use the NAT website to reverse a connection to the scammers PC and shut them down directly. Just an idea. Jim is a busy man so it might not work either way.
