Well found out everything was not in tact like I had said. Bolt on inside of hub assembly was missing and was allowing shaft to pull outward. Therefore couldn't get belt to tighten to increase rpm's. Inside bearing was loose because of this and shaft slightly wore. Hope this helps someone fighting this problem.
