Subject: Starter fertilizer burn on corn HELP

I have a field of corn where the emergence of the corn looks bad. Corn has been no-tilled planted since April 22nd and only half of it is out of the ground. Sandy ground and it has been cold and dry early on. 1/3 of the field is at V1, 1/3 just coming up and 1/3 still in the ground just sitting there. Could this be a fertilizer burn problem? What symptoms should there be on the corn that's up? This planter has been putting dry on in a 2x2 band for 20 years and no problems. I am putting 185 lbs of a NPK blend on with a makeup of 35-30-25. I am using John Deere single disk openers. Should I replant? How much longer do I wait before I work it up and plant corn into it? Could I no-till onto my old strips with the fertilzier being there without any problems?
