Subject: Where is the best ground in the midwest?

Which state or which counties have the best ground. I imagine there are a lot of opinions and such but I'd like to know if there is such a designation, where it might be? For instance, I've heard that for irrigated potatoes, the Columbia basin of Washington has the world's best potato ground and their yields certainly reflect that imo.
