the way I understand it is;
farms with less than 2500 gallons total fuel storage are exempt. previous law was 1300gl
tanks of less than 1000gallons do not count towards the 2500, previous was anything over 55 gallons
in a couple of years the final rules on storage of between 2500 and 20,000 gallons will become final
