Subject: Soil experts question

North West IA/western AZ
What kind of compaction damage is done when we drive heavy loads over soils that are dry on top but still has frost deep down? Even though we have had very little moisture fall all winter, the soil underneath is damp. I moved some dirt with the pan scraper yesterday and it packed in very well. The manure wagons are out in force around here while construction contractors say there are a couple of feet of frost left down there.
