Subject: Case IH 1896 Hydraulic issue..

KY
When raising the planter, planter comes slowly up about 20% of the way and stops. If you pull the outer remote lever (with nothing in the outlets), the thing jumps the rest of the way up. Does this EVERY time. Just before planting, still had the loader on the tractor, pick up much of a load and it would come up about 1/3 of the way or so and stop. (The first 3rd would be slow.) Pull back the tilt lever the same time as the raise/lower lever and up she'd shoot like she's suppose to. What is the problem here? Can't be the pump I wouldn't think, as if it lacked flow/psi for the load it still wouldn't gain it by using a dead lever. Power steering is also non-existent at low throttle, but I believe that's on another circuit.
