Subject: wondering about rate control with a piston pump

I have a john blue 4450 piston pump on my potato planter. Just got a scs 4400 raven controller with an rfm 15 flow meter with a 2123 rate controller and a closing valve. I am aiming for 25 gpa. I was thing about putting a agiTation valve on the outlet of the pump to relieve some of the excess and for agitation and controlling the rate downstream of the Flow rater. Or would I be better off using a bypass configuration before the flow meter with the rate controller there? Thanks
