Subject: priming a pacer pump

It's about spraying season, and I'm having pump troubles. two years ago we replaced our 3 inch pacer pump with a Chinese engine 3 inch pacer pump. Worked really well, but the next year we couldn't get it to prime. Dad went and bought another one, the exact same thing, and we are having the same problem this year. We fill the pump with water, and it builds pressure, but nothing but air will come out of the thing. Really don't want to buy a new one every year, so I'm just wondering what is going on. We pull water from a silo we buried in the 70s that has tile running into it. shut off the regular lift pump, the hose is in the water, and it just won't pull water up anymore. I have not taken either of them apart, but they don't leak. Just wondering if anyone has had this kind of problem before and what they did to fix it.
