Subject: In floor heat insulation

Blue Grass (Eastern IA)
Building a shop, want in floor heat. I have seen 2 types of insulation for under the concrete. Foil based, which reflect heat into concrete but have minimal R value. Foam board, some have channels molded in to hold the PEX, R value 10. Which is best?

Also, planning on closed cell foam sprayed on the walls. Local contractor is claiming 1.5" is enough. He said the foam stops air infiltration, which is the biggest form of heat loss. The additional R value gained with 2" will result in nominal energy savings. This is in east central Iowa. What do you think?

Thanks
