Radiehl had the problem pegged. I had put this tractor off to the side until this spring when I finally had time to look at it.
i found the gov weights had a lot of rust on them and when you tried to move them they would stick.
The return springs were also wimpy & got replaced.
Just got done this weekend hauling manure with it & it runs fine wide open throttle down the road with no more misfire & shut down.
Just like it when people update with their problems so wanted to post my update.
