If not for the environmentalist in this country keeping the oil companies from building more refining capacity since the late 70's (?) there would be no market for ethanol as an octane booster. The oil industry would be able to refine it's own octane booster using it's excess capacity if it had it. Especially now with the over supply of crude oil and nat gas.
Now that the RF mandate is in jeopardy, the ethanol industry should be thanking the tree huggers of the last 40 years for it's survival.
I am being somewhat sarcastic but the reality is that with the limited capacity that the refiners have available it is more cost effective to run that capacity to produce a lower octane gasoline maximizing the yield per gallon of crude and upgrade it with 10% ethanol even though ethanol is now more expensive than gasoline.
To survive, ethanol needs to continue to research and invest in technologies that will lower cost by increasing yields and reduced energy usage per gallon produced (BTU's per gallon produced)
