I posted a few weeks ago about the steering on my '87 IH tandem. http://talk.newagtalk.com/forums/thread-view.asp?tid=299349&posts=8... The steering box arm is on the correct spline. It doesn't turn fully under power to either the right or left, but if you let it roll backward, or pull real hard on the steering wheel it will turn to the stops. It just seems like the power assist stops too far from the maximum turn, more so to the left than the right. There doesn't appear to be any adjustment on the box. I was told it looked like a Sheppard steering box. Anything else to try? Nature of the beast?
