Subject: 1760 planter vacuum- help still needed

Did some more testing of the planter today. Air inlets and impeller all clean. Pto pump appears to me to be fine, since i can max out fan rpm with tractor running only 1200 rpm. Also, I can max out fan rpm, and if I keep turning control, eventually the relief valve will pop off. Plugged off all the ports, so no meters were hooked up, and the max. I could get was 16" vacuum. Fan sure sounds like it was a screaming, but wonder why I don't have any higher vacuum. Did they have an updated impeller to give more vacuum? Hate to buy a new motor just to try to see if that helps. I am open to any suggestions.

ps; planter is a 1996 model, so the hydraulic system is the same as the 7200 planters.
