| I know this is a Chicago thing but it is interesting that Emanuel is actually saying these words. It seems that he is only going to work with the top 75% of kids. I wonder what is going to happen to the bottom 25% I do not know the answer but this is interesting that someone so famous is saying these words. I do know this has to be filtered through the union glasses.
