Fountain heater shocking from the ground wire

Subject: Fountain heater shocking from the ground wire


sw MN		The top heater in the water shocks.

I disconnected the power and neutral wire.
Leaving only the ground wire hooked up and it still shocks.

The power comes from a machine shed. The breaker doesn't trip and the lower heater works just fine.

What would cause this?
