I'm guessing that the black box doesn't push the cable, but rather the cable pushes the black box. I'm guessing that's a throttle position sensor for an Allison transmission. Try and get some numbers off of said black box. If they end up being an Allison part number, then I was right. Then you can just take it off and throw it away.
